ADVANCED CRIMINAL INVESTIGATION
This five day course is designed to provide an overview of various types of advanced criminal investigative techniques, as well as provide specific knowledge that law enforcement officers can use in their day-to-day activities. Topics may include cargo theft, undercover matters, evidence recovery, human trafficking, explosives and bombing investigations, analysis of motive, interview and interrogation, narcotics detection and concealment methods and kidnapping investigations.

Conducted by members of the Federal Bureau of Investigation

Program co-hosted with the Paterson Police Academy and Sussex County Police Academy. Course conducted at the Morris County Fire Fighters and Police Training Academy.

ARREST, SEARCH & SEIZURE UPDATE
This four-hour course is an overview of the latest laws, court decisions and policing strategies affecting the area of Arrest, Search and Seizure. This course is recommended as a yearly refresher for all law enforcement personnel.

ASP INSTRUCTOR CERTIFICATION PROGRAM
This course will serve as an initial certification course and as a re-certification course for those who currently are ASP Tactical Baton and Handcuff Instructors. Participants must supply their own duty equipment (16", 21", 26" or 31" ASP Baton, ASP SideBreak Scabbard, and ASP Tactical Handcuffs).

An intensive three day course, this course will consist of both classroom and practical exercises. At the conclusion of the course, the participant must pass a written examination, and demonstrate practical application proficiency.

AIC Training is 16 hours in length. Handcuff instruction runs an additional 8 hours. Classes are conducted from 8:00 a.m. - 12:00 p.m. and 1:00 p.m. to 5:00 p.m. each day.

BASIC CRIME SCENE INVESTIGATION FOR DETECTIVES
This five-day course is designed to provide a detective or officer with the information and skills necessary to process a crime scene on their own. Topics will include legal aspects of evidence, crime scene search and security, photography, establishing a crime scene kit, evidence processing, and blood pattern interpretation, etc. Practical exercises will be implemented to reinforce the classroom instruction. Students should bring 35mm cameras and latent dusting kits if they are available. Limited cameras and dusting equipment will be made available to students who cannot bring their department's.

Note: Participants are urged to bring a 35 mm camera and fingerprint dusting equipment.

BASIC SPANISH FOR LAW ENFORCEMENT
This three day course is geared toward the patrol officer and police dispatcher who feel they want to be able to communicate with Spanish speaking citizens who don't speak English. Attendees will learn to pronounce basic words and phrases that will help them. This course will consist of classroom participation and practical scenarios to re-enact the Spanish words and phrases learned in class.

BASIC TACTICAL RAPPELLING FOR POLICE
The Basic Tactical Rappelling course is intended for Law Enforcement Special Weapons and Tactics personnel who may be required to deploy into areas where other means of access may be too timely, too dangerous, or simply to difficult. This program is designed for the novice who has never rappelled. In this course, the participant will learn about the types of rappel ropes used, how to properly maintain ropes and equipment, how to tie specific notes for rappelling operations, and the use of descenders and carabiners. At the conclusion of the training program, participants will be able to safely make a controlled vertical descent and perform specified tactical maneuvers.

CELL BLOCK MANAGEMENT AND SUICIDE AWARENESS
This two hour course will be devoted to the requirements for operating and maintaining a safe and secure detention facility, as set forth in Chapter 34 of the New Jersey Administration Code. The “Cell Block Management” segment will review sound security practices and the minimum requirements for supervising detainees will be stressed. The “Suicide Awareness” segment will focus on such topics as the profiling of suicidal detainees, the screening and supervision of such detainees, the various ways in which detainees may attempt suicide, the liability factor and appropriate policy and procedures for handling suicide attempts.

CLEARING OF BUILDINGS
In this program, participants, utilizing training weapons and live suspects, address many aspects of clearing a house, including room entries, entry patterns, stair and hallway clearing, closet clearing and other tactical considerations.

Each participant will need to bring Class B uniform or regular uniform, Eye protection; Ear Protection, Ballistic Vest; Flashlight, Duty Gear, Handcuffs and Key. NO LIVE WEAPONS.

COMMUNICATION DATA WARRANT PREPARATION
This half day program will address issues relating to the steps needed to obtain all forms of electronic records, including telephone toll billing records, mobile telephone records, cell site information and e-mail. Recent changes and developments in both state and federal law will also be discussed. Emphasis is on practical issues and problems that may be faced by law enforcement in the warrant process.

COMPUTER CRIME PRIMER
This three day class demonstrates to law enforcement officers the various types of computer crimes and how to conduct an effective computer-crime related investigation. This class does not include instruction on conducting a computer forensic exam. Areas include:

  • Introduction to computer hardware, software and Internet terminology
  • Legal Aspects of Computer Crime Investigation
  • Cyber Terrorism, Hacking, Wireless Technologies
  • The Internet as an Investigative Tool
  • Preparation and Execution of a computer-related search warrant

COURTROOM TESTIMONY FOR POLICE OFFICERS
This half-day program will help prepare law enforcement personnel of any rank who will find themselves in the position of providing testimony in a courtroom setting. This program will assist officers in understanding techniques used by prosecutors and defense attorneys in direct and cross examinations. Attendees will also observe and participate in mock trial situations in order to practically apply the skills learned.

CRASH INVESTIGATION I
This course is designed to provide the patrol officer with the basic skills and techniques necessary to conduct an accurate traffic crash investigation. Participants will learn to recognize, preserve and record physical evidence, and the legal aspects of the traffic crash investigation. Topics will include measurements, diagrams and photographs of crash scenes. The course will also address interview techniques, in order to obtain reliable information from persons involved in and witnesses to traffic crashes.
This is a rigorous program of classroom instruction, practical exercises and several over night homework assignments, over the two week period. In order to successfully complete this course, the officer must be present for a minimum of 90% of the class hours and obtain a score of 75% or better on the final examination. Although 90% attendance is the minimum permitted for successful completion, the student is expected to attend all class sessions.

CRISIS NEGOTIATION
This five-day course is designed to familiarize police officers with the current doctrine and theory of successful negotiation with individuals who are suicidal or in crisis, as well as criminal, mentally deranged and fanatic hostage takers. Instruction stresses the goal of approach in dealing with the hostage taker. Through the use of practical problems, all officers are exposed to negotiation situations during the course. Attendees should be patrol officers or detectives who will act as negotiators during actual crisis situations. Selection should be on based the department's ability to identify personnel who are enthusiastic and highly motivated to become crisis negotiators.

D.O.A Death Investigations
This course will cover the types of techniques necessary in order to develop leads, identify potential suspects, and effectively interview those responsible. The program will focus on a diverse combination of homicide cases. This course will provide strategic tactics in the apprehension and prosecution of the offender(s).

This focus of the seminar will provide the investigator with the tools necessary to conduct death investigations. Using actual investigations, the participants will work through cases from the moment of arrival until its conclusion. This program offers tips and methods to successfully close cases.

Taught by a seasoned homicide investigator, Deputy Chief Lou Tessmann, (retired) was the Commander of the elite Lake County Major Crime Task Force. The task force works on major criminal investigations relating to homicides, kidnappings, and police involved shootings. He has conducted thousands of interviews and interrogations and has obtained over 80 homicide confessions with only three instances in which he was unable to obtain a confession from the homicide suspect. As a veteran with over 21 years service, his tenure has given him a wide variety of experiences to provide a well designed course that is both practical and informative.

DRIVER SIMULATOR TRAINING
This eight-hour course is designed to reinforce a driver's ability to develop a system that will assist in making sound decisions and reduce driving risk. Managing risk involves controlling visibility, time, space and being aware of the traction available. The "Driving Simulator" is a training device which includes a steering wheel, brake, and accelerator controls, and provides a feel similar to those experienced in a real car. Through the use of this new technology, the attendee will learn how to react to various traffic elements such as pedestrians, other vehicles and road conditions, and how to predict possible conflict with other highway users. The simulator allows for the measurement of reaction time, braking time and total stopping distance. This course is open to Fire, Police and EMS personnel.

DRUG-INDUCED DEATH INVESTIGATION
This course will involve a practical analysis of situations confronted by first responders regarding drug-induced deaths and the possibility of any prosecution for strict-liability homicide prosecutions. The course will address the issues facing first responders regarding the permissible boundaries of searches and an analysis of when a first aid call may evolve into a criminal investigation and the subsequent impact on the responder and his/her actions. The course will also discuss the requirements of the criminal law for a strict liability prosecution, as well as other issues related to the recognition of specific types of drug-induced deaths. Recommended for patrol officers and detectives.

ECONOMIC CRIMES INVESTIGATION
This one-day course is designed to provide police officers (patrol and investigative) with an overview of the current trends in White Collar Crime, and offer the investigative tools by which these crimes can be successfully investigated and prosecuted. Other topics to be covered will include the types of theft that are outgrowths of the “age of electronics”, such as cellular and other telecommunications fraud, computer fraud, counterfeit checks, counterfeit credit cards/Asian organized crime and identity theft/West African organized crime. In addition, various types of elderly targeted crimes will be addressed, including a segment on transient organized crime.

Each attendee will be provided with a comprehensive binder of reference materials containing information about each topic, as well as templates and samples of various forms, affidavits and court orders corresponding to these, and other types of investigations.

THE EFFECTIVE DEATH INVESTIGATION
This three-day seminar is geared toward police officers and medical examiner personnel whose primary responsibility it is to respond to and investigate deaths. This seminar will develop skills in death investigation by expanding the attendee's base of knowledge in death scene protocol, legal considerations, laboratory services, the role of the medical examiner, wound identification, the role of the funeral director, interviewing strategies, and the use of polygraph forensic anthropology, crime scene processing, evidence collection, evidence processing and new developments in forensic technology.

EMERGENCY MEDICAL DISPATCH
Pre-requisites: 9-1-1 Telecommunicator's Training & C.P.R. Certification. Copies of certificates must accompany registration.

A required course for 9-1-1 Telecommunicators. This state approved certification course will enable the student to properly answer, prioritize and dispatch calls for medical aid, and to provide instructions for preliminary emergency medical care prior to arrival of emergency medical personnel. This class will include practical exercises and demonstrations.

This course is being offered after the Basic Police Class graduates so that the recently graduated police officers can attend this course.

EMERGENCY VEHICLE OPERATIONS REFRESHER COURSE
Operating a patrol vehicle is the most dangerous activity required of a police officer on a daily basis. More officers are injured and killed in motor vehicle crashes than any other police related activity.

This two day course will review vehicle control techniques, operational considerations, legal aspects of emergency driving and the review of the N.J. Attorney General Vehicular Pursuit Guidelines.

The practical session will review various vehicle techniques and the proper responses to driving emergencies.

ETHICS FOR THE POLICE EXECUTIVE
This two day course gives law enforcement executives with the rank of Lieutenant or higher the training and tools for developing ethical decision making skills both in themselves and their fellow officers. It focuses on choices and decisions that officers are confronted with on a daily basis and is a key ingredient in developing and maintaining an ethical climate within any police agency. Topics will include the state of American society, ethics as philosophy, basic ethics, ethical decision making in actual field situations, ethical choices, adult training and instructional techniques refresher and a practical exercise in a scenario format. This program is specifically intended for law enforcement executives at the rank of Lieutenant or higher.

Note: This program is co-hosted by the Somerset ad Essex County Police Academies. Course will be held at the Morris County Public Safety Academy.

EYEWITNESS IDENTIFICATION AND LINE-UPS AND MEMORALIZING OUT-OF-COURT IDENTIFICATIONS
This half-day course is designed to acquaint the attendee with current research and recently implemented Attorney General Guidelines on the topics of Eyewitness Identifications, Photo Line-ups, and Live Line-ups. Practical examples of building a defensible line-up and the process of showing a line-up to a witness will be used. The course will also familiarize Police Officers with the requirements of this recent court decision and directive which addresses the legal requirements of accurately and properly recording the results of Out-of-Court Identifications performed by witnesses.

FINGERPRINT WORKSHOP
Attendees at this half-day workshop will learn the correct techniques to follow when taking proper rolled impressions, including palm impressions and second and third digit impressions for purposes of identification and record keeping. Instruction will be provided in proper fingerprint taking for comparison purposes, and the special techniques used when fingerprinting deformed or injured hands.

FIREARMS INSTRUCTORS COURSE
Pre-requisites: Successful completion of a basic firearms course and proficiency with weapons. The ability to average a 95% on three consecutive HQC Courses and an 80% on one HNQC Course.

This five-day course provides law enforcement agencies with trained firearms instructors who are certified to instruct and qualify their department personnel in the safe use and handling of firearms. A minimum average score of 95% on three consecutive HQC's and a minimum score of 80% on one HNQC are required to participate in this course. These qualifications will be conducted the first day of class. Instruction will include use of force, nomenclature and operation of firearms, care and cleaning of weapons, target evaluation and analysis, diagnosing shooter error, proficiency drills, range operation and management, firearm safety, basic shooting principles, various firearm training exercises, subdued light firing, and shotgun training. Successful completion fulfills one of the five requirements for certification as a Police Training Commission Firearms Instructor to instruct in the Academy's Basic Course for Police Officers. The others being, successful completion of a MOI Course, three years experience in firearms training and two years of college, as well as the endorsement of the Academy Director.

NOTE: To qualify for the course, the attendee is required to fire three consecutive scores minimally averaging 95% on the Attorney General's mandated course. (The HQC course will be fired only 3 times.) In addition, the attendee must attain an 80% for one night fire course.

This program is designed to update all firearms instructors on a wide range of relevant topics. Discussions will include PTC and in-service training issues. AWARENESS LEVEL TRAINING
This Department of Homeland Security, Border and Transportation Security, Office for Domestic Preparedness program is a four-hour awareness-level course designed to provide basic instruction in Weapons of Mass Destruction (WMD), with a focus on explosives and incendiary devices as terrorist weapons. The course includes classroom presentations that address potential terrorist targets in U.S. communities, common military and commercial explosives (available to terrorists), Improvised Explosive Devices (IEDs) and response procedures that support safe and effective operations during bomb incidents.

INTERVIEW AND INTERROGATION
This course is designed for the Detective, Prosecutor's Investigator or Police Officer in how to conduct effective interviews and interrogations. An overview of the types of interview methods and the various methods of detecting deception will be discussed, including non-verbal behavior and body language. How law enforcement can effectively use the polygraph in criminal investigations will be covered, in what cases it can be used, when the polygraph should be used, and what type of subjects are not candidates for the polygraph. The documentation of interviews and statements through video, audio and paper documentation will be addressed. Following completion of this course, the officer will have a basic understanding of the various methods of detecting deception, understanding human behavior and how to conduct effective interviews and interrogations with the goals of obtaining truthful information.

LAW ENFORCEMENT OFFICERS FLYING ARMED
This two hour in-service seminar is to familiarize Law Enforcement Officers with the proper methods for transporting firearms and procedures to be followed when flying armed. The Law Enforcement Officer will also learn the dangers of firearms discharged on board aircraft and will be made aware of the flight crews' role and training in the event of a disturbance by a passenger.

THE LAW OF INTERROGATION AND VIDEO RECORDING OF SUSPECT INTERVIEWS
This course will explore the laws governing the questioning of suspects and the legal requirements of video recording of suspect interviews. Topics such as when a suspect must be advised of his/her rights and when the police must cease interrogation, the tactical and technical considerations of the interview and recording process, and basic investigative techniques that will enable you to interrogate suspects as thoroughly as possible while obeying the case laws restricting police interrogation will be discussed. METHODS OF INSTRUCTION
This five day course will prepare the student for instructor certification by the New Jersey Division of Criminal Justice. Successful completion of a Methods of Instruction Course is ONE of the requirements necessary to provide instruction in a Basic Police Class. Attendees should be desirous of becoming a certified Academy instructor, and willing to participate in two basic classes per year. This is an ambitious course requiring research, preparation of lesson plans and 5 videotaped classroom presentations. Computer skills are extremely helpful for this class. Access to a computer is a must.

In addition, this class is designed to assist officer in preparing successful presentations for many different settings, including the classroom as well as department in-service training and public presentations. This class will assist officers with some or no knowledge in preparing a lesson plan, developing a PowerPoint presentation and deciding on teaching strategies.

MISSING PERSONS
This one day course is designed to provide the attendees with an overview of missing persons investigations. The program of instruction will identify and discuss various techniques with regard to this discipline. A major emphasis of the course will be to explain techniques needed for a successful investigation. The course will also cover additional resources available (i.e. the use of scent dogs, specially trained search and rescue teams) used in a missing persons investigation. The course is intended for investigative personnel responsible for conducting missing persons investigations. Actual cases will be presented.

MONADNOCK EXPANDABLE STRAIGHT BATON ADVANCED COURSE
This full day course will teach students techniques that will enable students to control hostile suspects while using a straight baton. The students will be taught 25 techniques using the MEB (Monadnock expandable baton). Techniques include drawing, blocking strikes, retention and arm locks. Course includes a written test and proficiency test.

The N.J. Safe Schools Resource Officer Training Course is a five (5) day course designed for Police Officers, School Administrators, and Security Officers. The course emphasizes the role and responsibilities of law enforcement in the educational environment, networking and conflict resolution and the development of instructional skills. As well as, Juvenile Law, Juvenile Complaint System, County Intake, Juvenile Interviews, Juvenile Processing, Crisis Management, Active Shooter, Family Crisis, Instructional Techniques, Curriculum Development, Behavior Threat / Risk Assessment, Cultural Diversity and funding.

OFFICERS IN CRISIS
Suicide among police officers is a dramatic example of what happens when those entrusted with the protection of others fail to protect and care for themselves. This program focuses on the underlying problems; alcohol or drug abuse, severe relationship problems, and difficulty in dealing with violence that can, if unchecked and unresolved, lead to suicide. This seminar will provide a forum for understanding and recognition of the pressures that can lead to severe depression or suicide for police officers. This seminar is highly recommended for supervisors and command level personnel.

PERFORMANCE & ACCOUNTABILITY FOR SUPERVISORS AND MANAGERS
Supervision is more than employee relations. It's assuring employee performance too!

This is a two-day workshop led by nationally recognized law enforcement accountability trainers, Dave Hudson and/or Richard Dean, on the development of the skills necessary to hold employees accountable for job performance. These practical, common sense techniques get results without the abuse of power or employees' rights.

POLICE CARBINE INSTRUCTOR COURSE
Pre-requisite: All attendees must be qualified firearm instructors and successfully completed a state approved firearm instructor course. Proof of same must accompany Academy registration.

This three (3) day course is for current firearm instructors who would like to become Police Carbine Instructors. This course will include Operational Safety and the Police Carbine, policy development on patrol weapon supplements, carbine shooting techniques, carbine nomenclature and live fire drills. The course will conclude with qualification runs of the state approved Carbine Qualification Course.

The one-day Police Shotgun Instructor update will address the use of rifled slugs and current issues related to Less Lethal ammunitions. PRESENTING INTERNET SAFETY PROGRAMS TO TEENAGERS
This one day program is designed to provide School Resource Officers and Educators, the tools and techniques necessary to present a block of instruction on Internet Safety to 7th and 8th grade students. Participants will learn to prepare and deliver a block of instruction encompassing four primary areas:

  • How to constructively use the Internet for school work and studies.
  • How to avoid problems on the "Net".
  • What to expect in the way of consequences of doing something wrong.
  • Avoid being a victim and what to do in the event you become one.
Participants will be provided with an Internet Safety Presentation through PowerPoint on CD-Rom, a lesson plan, handout material, and other useful information, enough to present an educational program designed for middle school students.

Note: This is an interactive training program, please be prepared to take notes and participate.

PROFESSIONAL ETHICS
This one day course will provide law enforcement officers training tools for developing ethical decision making skills both in themselves and in their fellow officers. This course is especially valuable to field training officers. The course focuses on choices and decisions that confront officers on a daily basis and is a key ingredient in developing and maintaining an ethical climate within any police agency. Topics to be discussed include ethics as a philosophy, basic ethics training, ethical decision making in actual field situations, ethical choices and practical exercises in a scenario format.

PROPERTY AND EVIDENCE MANAGEMENT
This half day seminar is designed for persons who are responsible for overseeing their department's property or evidence rooms, and individuals who are assigned to the evidence function. The purpose of class is to provide consistent training to all Morris County law enforcement on standard evidence storage and destruction procedures. It is also a useful course for individuals who have been in the evidence function for some time and would like new ideas to improve their property and evidence function.

Topics to be covered during this program include: (1) audits and inventories; (2) facility design and requirements; (3)storage issues; (4) packaging and labeling; (5) paper vs. computerized evidence systems and bar codes; (6) chain of custody; (7) evidence destruction, disposal, purging; (8) policies and procedures; (9) issues related to money, weapons, controlled substances, biohazards, and found property. Particular attention will be placed on the Morris County uniform destruction of evidence form and policies regarding the destruction of firearms and controlled dangerous substances will be included.

PUBLIC INFORMATION (PIO) PROCESS FOR POLICE OFFICERS
Municipal, county and state law enforcement agencies in New Jersey are obligated to release appropriate information to news organizations in a timely manner. This course is designed for the police executive, public information officer (PIO) and the shift commander. The course will provide specific information on the responsibility of law enforcement with regard to media inquiries on the activities of the police agency.

Some of the topics covered include: Executive Order Number 69; "Common Law" Right to Know; Police Reports-Public Records or Confidential; Court Rules and State Statutes; how to prepare a news release; setting up news conferences; developing public information policy and procedures and dealing with the media during a crisis or crime scene situation.

RADAR INSTRUCTOR COURSE
Pre-requisite: All attendees must be certified Radar Operators for two years.

This intensive six-day course will provide the sending agency with a certified instructor in Police Traffic Radar Operations, who will then be able to certify and re-certify radar operators at the department level. The course incorporates the principles of Methods of Instruction with the Attorney General's mandated state-wide lesson plan. As part of the requirements to successfully complete this course, attendees will be expected to plan and prepare, on their own time, a twenty minute class presentation.

NOTE: Students who have successfully completed Methods of Instruction (must supply a certificate of completion) will be waived from the Instructor Preparation portion of the program, which is the final three days.

S.A.N.E. / S.A.R.T. TRAINING
This three hour in-service seminar is for all Morris County Law Enforcement Officers to familiarize them with the SANE/SART program. The presentation will outline the procedures involved with the criminal investigation of acute sexual assault cases involving child and adult victims. All aspects of the initial response will be covered including the role of the Sexual Assault Nurse Examiners; the collection and control of forensic evidence; the medical examination process; legal issues; the legal rights of the victim; and response procedures by the police and investigators.

The SART approach to sexual assault is now the policy in Morris County. It is strongly recommended that law enforcement supervisors, detectives, and other likely responders attend this training program.
