ABSENTEEISM CONTROL AND TRACKING SYSTEM (ACTS)
-
This course is specifically designed for supervisors and managers who need an effective and defensible method of promoting attendance, and establishing accountability for excessive and non-scheduled absenteeism.
While a certain amount of absenteeism is to be expected in any organization, excessive and non-scheduled absenteeism must be controlled. Attendees will learn that the majority of courts and arbiters support management’s right to require members to attend work on a regular and predictable basis. Effective strategies for controlling absenteeism and computerized systematic procedure for tracking and evaluating non-scheduled absenteeism system is introduced.

ADVANCED CRIMINAL INVESTIGATION

This five day course is designed for newer investigators to provide an introduction to various types of advanced criminal investigative techniques, as well as provide specific knowledge that law enforcement officers can use in their day-to-day activities. Blocks of instruction are designed primarily for patrol officers and detectives. Depending on instructor availability, topics may include gang identification and culture, major case management, child sexual exploitation, undercover matters, evidence recovery, human trafficking and narcotics detection and concealment.

ARREST, SEARCH & SEIZURE UPDATE

- A TACTICAL APPROACH TO MEDIA INTERACTION
-
This one day class is designed for all levels of law enforcement personnel who interact with media. The focus of this course will be to develop a media strategy beginning with a simple press release formula. Students will learn to use the formula to develop verbal statements and guide press conferences. This course will culminate in a mock press conference exercise and critique.

This three day class demonstrates to law enforcement officers the various types of computer crimes and how to conduct an effective computer-crime related investigation. This class does not include instruction on conducting a computer forensic exam. Areas include:

BASIC CRIME SCENE INVESTIGATION FOR DETECTIVES
-
This three-day course is designed to provide a detective or officer with the information and skills necessary to process a crime scene on their own. Topics will include legal aspects of evidence, crime scene search and security, photography, establishing a crime scene kit, evidence processing, and blood pattern interpretation, etc. Practical exercises will be implemented to reinforce the classroom instruction. Students should bring 35mm cameras and latent dusting kits if they are available. Limited cameras and dusting equipment will be made available to students who cannot bring their department's equipment.
Note: Participants are urged to bring a 35 mm camera and fingerprint dusting equipment.

BASIC FINANCIAL CRIMES INVESTIGATION
(Formerly Economic Crimes Investigation)
- This one-day course is designed to provide police officers (patrol and investigative) with an overview of the current trends in White Collar Crime, and offer the investigative tools by which these crimes can be successfully investigated and prosecuted. Other topics to be covered will include the types of theft that are outgrowths of the “age of electronics”, such as cellular and other telecommunications fraud, computer fraud, counterfeit checks, counterfeit credit cards/Asian organized crime and identity theft/West African organized crime. In addition, various types of elderly targeted crimes will be addressed, including a segment on transient organized crime.
Each attendee will be provided with a comprehensive binder of reference materials containing information about each topic, as well as templates and samples of various forms, affidavits and court orders corresponding to these, and other types of investigations.

BASIC SPANISH FOR LAW ENFORCEMENT

This three day course is geared toward the patrol officer and police dispatcher who feel they want to be able to communicate with Spanish speaking citizens who don't speak English. Attendees will learn to pronounce basic words and phrases that will help them. BASIC TELECOMMUNICATOR REFRESHER
-
- The emphasis of this one-day tactical communications course is on better equipping dispatchers for their critical role in assisting the officer in critical incidents. This course of instruction meets the New Jersey Office of Emergency Telecommunications Services annual re-certification requirement pursuant to N.J.S.A 17:24 – 22.

- CELL BLOCK MANAGEMENT AND SUICIDE
AWARENESS
- This two hour course will be devoted to the requirements for operating and maintaining a safe and secure detention facility, as set forth in Chapter 34 of the New Jersey Administration Code. The “Cell Block Management” segment will review sound security practices and the minimum requirements for supervising detainees will be stressed. The “Suicide Awareness” segment will focus on such topics as the profiling of suicidal detainees, the screening and supervision of such detainees, the various ways in which detainees may attempt suicide, the liability factor and appropriate policy and procedures for handling suicide attempts.

CLEARING OF BUILDINGS

In this program, participants, utilizing training weapons and live
suspects, address many aspects of clearing a house, including room
entries, entry patterns, stair and hallway clearing, closet clearing
and other tactical considerations.
Each participant will need to bring Class B uniform or regular
uniform, Eye protection; Ear Protection, Ballistic Vest; Flashlight,
Duty Gear, Handcuffs and Key. NO LIVE WEAPONS.

- COMMUNICATION DATA WARRANT
PREPARATION
- This half day program will address issues relating to the
steps needed to obtain all forms of electronic records,
including telephone toll billing records, mobile telephone
records, cell site information and e-mail. Recent changes and
developments in both state and federal law will also be
discussed. Emphasis is on practical issues and problems that
may be faced by law enforcement in the warrant process.

CRASH INVESTIGATION I

This course is designed to provide the patrol officer with the basic skills and techniques necessary to conduct an accurate traffic crash investigation. Participants will learn to recognize, preserve and record physical evidence, and the legal aspects of the traffic crash investigation. Topics will include measurements, diagrams and photographs of crash scenes. The course will also address interview techniques, in order to obtain reliable information from persons involved in and witnesses to traffic crashes.
This is a rigorous program of classroom instruction, practical exercises and several over night homework assignments, over the two week period. In order to successfully complete this course, the officer must be present for a minimum of 90% of the class hours and obtain a score of 75% or better on the final examination. Although 90% attendance is the minimum permitted for successful completion, the student is expected to attend all class sessions.
Class size is strictly limited to 30 students.
Enrollment is limited to one (1) police officer per department.

DRIVER SIMULATOR TRAINING
-
This eight-hour course is designed to reinforce a driver's ability to develop a system that will assist in making sound decisions and reduce driving risk. Managing risk involves controlling visibility, time, space and being aware of the traction available. The "Driving Simulator" is a training device which includes a steering wheel, brake, and accelerator controls, and provides a feel similar to those experienced in a real car. Through the use of this new technology, the attendee will learn how to react to various traffic elements such as pedestrians, other vehicles and road conditions, and how to predict possible conflict with other highway users. The simulator allows for the measurement of reaction time, braking time and total stopping distance. This course is open to Fire, Police and EMS personnel.

DRUG-INDUCED DEATH INVESTIGATION
-
This course will involve a practical analysis of situations confronted by first responders regarding drug-induced deaths and the possibility of any prosecution for strict-liability homicide prosecutions. The course will address the issues facing first responders regarding the permissible boundaries of searches and an analysis of when a first aid call may evolve into a criminal investigation and the subsequent impact on the responder and his/her actions. The course will also discuss the requirements of the criminal law for a strict liability prosecution, as well as other issues related to the recognition of specific types of drug-induced deaths. Recommended for patrol officers and detectives.

DRUG RECOGNITION / UNDER THE INFLUENCE COURSE
-
This full day course is designed to help officers identify subjects who are under the influence of substances other than alcohol. The content will help to detect impaired drivers as well as recognize signs and symptoms of impaired individuals. The course content can easily be adapted to other aspects of police work.
The course will cover street drugs, prescription and over the counter medications and other substances of abuse. Attendees will learn how each of the seven drug categories effect clinical indicators such as eye and pupil reactions, pulse, body temperature and how to readily recognize these indicators. The course will offer an overview of the Standardized Field Sobriety tests and an introduction into the Drug Recognition Expert program. Current drug trends, paraphernalia, methods of ingestion and current case law will also be discussed.

EMERGENCY MEDICAL DISPATCH

Pre-requisites: 9-1-1 Telecommunicator's Training &
C.P.R. Certification. Copies of certificates must accompany registration.
A required course for 9-1-1 Telecommunicators. This state approved
certification course will enable the student to properly answer,
prioritize and dispatch calls for medical aid, and to provide
instructions for preliminary emergency medical care prior to arrival
of emergency medical personnel. This class will include practical
exercises and demonstrations.
This course is being offered after the Basic Police Class graduates
so that the recently graduated police officers can attend this
course.

- ENERGY METHODS AND DAMAGE ANALYSIS
IN TRAFFIC CRASH RECONSTRUCTION

Pre-requisite: You must have completed IPTM’s Traffic Crash Reconstruction Course or its equivalent.
-
This five-day course will help you become more comfortable in utilizing energy-based methods in your analysis as we examine the underlying science that computer-based “crash” programs rely upon. It is an excellent complement to other training courses that teach you how to use “crash” software.
You will learn to view and analyze crashes from an energy point of view. Explore energy methods beginning with the basic and progressing to more advanced concepts. Discuss the often misunderstood topics of Equivalent Barrier Speed (EBS) and delta-V and you will learn different ways to analyze collisions, such as damage momentum, where a traditional conservation of linear momentum may not be the most appropriate analysis.
We will also explore the topic of crush. Examine the basis of the three familiar energy equations that use crush measurements. Outside projects will provide you with “hands-on” experience in examining and measuring crash vehicles and then calculating damage energy and speeds.
You should have a firm understanding of the topics of traffic crash reconstruction and conservation of linear momentum as well as strong basic math skills.

LINE-UPS AND
MEMORALIZING OUT-OF-COURT IDENTIFICATIONS
- This half-day course is designed to acquaint the attendee with current research and recently implemented Attorney General Guidelines on the topics of Eyewitness Identifications, Photo Line-ups, and Live Line-ups. Practical examples of building a defensible line-up and the process of showing a line-up to a witness will be used. The course will also familiarize Police Officers with the requirements of this recent court decision and directive which addresses the legal requirements of accurately and properly recording the results of Out-of-Court Identifications performed by witnesses.

FINGERPRINT WORKSHOP

Attendees at this half-day workshop will learn the correct techniques
to follow when taking proper rolled impressions, including palm
impressions and second and third digit impressions for purposes of
identification and record keeping. Instruction will be provided in
proper fingerprint taking for comparison purposes, and the special
techniques used when fingerprinting deformed or injured hands.

FIREARMS INSTRUCTORS COURSE

Pre-requisites:
- Successful completion of a basic firearms course and proficiency with weapons.
- Candidates must achieve an average score of 95% or better during three (3) consecutive pre-qualifying runs of the HQC1 in the morning of the first day of class to be admitted into the course.
- Candidates must also achieve a score of 80% or better in the NHQC and safely handle their firearms throughout the course to successfully complete the course.
This five (5)-day Police Training Commission approved course teaches the fundamentals of firearms instruction, including range safety, weapons procedures and range operation. Law enforcement officers who require certification by the Police Training Commission as firearms instructors or officers who will conduct in-service firearms training and qualify their department personnel should attend.
Successful completion fulfills one of the five requirements for certification as a Police Training Commission Firearms Instructor to instruct in the Academy's Basic Course for Police Officers.

- INCIDENT RESPONSE TO TERRORIST BOMBINGS
AWARENESS LEVEL TRAINING

This Department of Homeland Security, Border and Transportation Security, Office for Domestic Preparedness program is a four-hour awareness-level course designed to provide basic instruction in Weapons of Mass Destruction (WMD), with a focus on explosives and incendiary devices as terrorist weapons. The course includes classroom presentations that address potential terrorist targets in U.S. communities, common military and commercial explosives (available to terrorists), Improvised Explosive Devices (IEDs) and response procedures that support safe and effective operations during bomb incidents.
This program is intended for law enforcement officers, firefighters, emergency medical technicians or other local or state positions handling responses to bomb incidents.

- This one day course is designed for the police officer assigned as
the Internal Affairs Officer as well as police executives and
superior officers. The course will provide an overview of the
Attorney General's Police Management Manual, Chapter 5 guidelines on
Internal Affairs Policy and Procedures and Morris County
Prosecutor's Office Directives concerning the internal affairs
function.
Specific topics to be addressed include: The investigative process; the Garrity Ruling; Interview of witness and subject officers; Criminal and Administrative Violations; Case Law Updates and Domestic Violence incident involving police personnel.

- INTERVIEW, INTERROGATION AND THE JUDICIAL PROCESS

This course is designed for the Detective, Prosecutor’s Investigator or Police Officer on how to conduct effective interviews and interrogations. This is an overview of the types of interview methods and the various techniques employed to detect deception. Â Also included will be a discussion relating to non-verbal behavior i.e. body language. The documentation of interviews and statements through the “Stem to Stern” process and report writing will be addressed. We will also discuss the legal issues relating to statements, use of Miranda, familiarization with the model jury charges as well as the judicial process. Following completion of this course, the officer/investigator will have a basic understanding of the various methods of detecting deception, understanding human behavior, how to conduct effective interviews and interrogations with the goals of obtaining truthful information and being able to survive the rigors of the judicial process.
