- AIRCRAFT RESCUE FIRE FIGHTING

This course is designed to give the participants the knowledge and skills to respond to aircraft fire emergencies. The curriculum that will be presented is from the Federal Aeronautics Administration (FAA). The program will consist of interactive classroom as well as hands-on training.

- ARSON AWARENSS

This course is designed to assist firefighters and others in the recognition of indicators of a possible arson fire. The course will cover the firefighters role in the investigation process. Some of the topics will be scene preservation and evidence collection and the firefighters role in these tasks.

BASEMENT AND CELLAR FIRES

This twelve hour seminar is designed to review and discuss the definitions of basements, cellars and sub cellars. Many buildings are destroyed every year by fires originating in below ground level cellars and sub cellars. The difficulties and hazardous conditions presented to fire fighters will be identified and discussed at length. In addition, the course will cover direct and indirect fire fighting tactics with heavy emphasis on the safety of the fire fighter. Instruction on tactical operations of cellar and basement fires, including live burn practical operations, workshops, and a presentation of recent major fires with below grade origins will be covered.

- BUILDING CONSTRUCTION FOR THE FIRE SERVICE

This class is designed to inform the student of different types of building construction. This knowledge will help the student better understand the possibilities of fire spread, collapse and the safety issues with each type of construction.

DEVELOPING SOP / SOG's FOR THE FIRE SERVICE

This six-hour course is designed for those individuals who will be developing SOP / SOG’s for their department personnel. The importance of all departments having a document outlining polices, expected behavior and performance requirements cannot be over emphasized. Topics to be covered include differences between SOP / SOG’s, their importance, areas which need to be addressed, resources that should be used in their development and who should be involved in the development of the document.

DRIVER SIMULATOR TRAINING
This eight-hour course is designed to reinforce a driver's ability to develop a system that will assist in making sound decisions and reduce driving risk. Managing risk involves controlling visibility, time, space and being aware of the traction available. The "Driving Simulator" is a training device which includes a steering wheel, brake, and accelerator controls, and provides a feel similar to those experienced in a real car. Through the use of this new technology, the attendee will learn how to react to various traffic elements such as pedestrians, other vehicles and road conditions, and how to predict possible conflict with other highway users. The simulator allows for the measurement of reaction time, braking time and total stopping distance. This course is open to Fire, Police and EMS personnel.
Class size is limited to 8.

- ELEVATOR EMERGENCY

This is a basic introductory awareness course. Upon completion of the course, the participant should be able to understand the difference between a routine elevator incident and a true elevator emergency, the basic operation of elevators, the design features of elevator cars and elevator hoistways, the methods of accessing and controlling elevator cars in rescue incidents, the various elevator safety devices, the various methods of removing passengers from disable elevator cars, and pre-planning for elevator incidents.

- EMERGENCY MEDICAL DISPATCH
- A required course for 9-1-1 Telecommunicators. This state approved certification course will enable the student to properly answer, prioritize and dispatch calls for medical aid, and to provide instructions for preliminary emergency medical care prior to arrival of emergency medical personnel. This class will include practical exercises and demonstrations.
This course is being offered after the Basic Police Class graduates so that the recently graduated police officers can attend this course. Class size is limited to 25.
PRE-REQUISITE: 9-1-1 Telecommunicator's Training & C.P.R. Certification. Copies of Certificates must accompany registration.

- EMERGENCY VEHICLE DRIVER / OFFICER OPERATIONS

This course will discuss the rights and responsibilities of the emergency vehicle driver. Also discussed will be the officer / passengers responsibilities. Using case studies of apparatus crashes the student will gain a better understanding of emergency vehicle driving under emergency conditions.

- ENGINE COMPANY OPERATIONS

This course is designed to cover the roles and responsibilities of the first and second arriving Engine Companies. This includes establishing a water source, stretching a dry attack line, stretching a wet attack line, line placement and searching off the line. This is a Friday night and all day Saturday course. Friday night will be conducted in a classroom and Saturday will be all day on the fire grounds. This course is along the same format as Truck Company Operations.
Class size: Minimum 10 students - Maximum 20 students

Fire Fighter 1 is the first level of a progressive program which includes Fire Fighter 1, 2, and 3. This level introduces the novice firefighter to the basics of nationally recognized fire fighting techniques. Methods of instruction will include classroom theory as well as skill oriented "hands on" drill sessions. Student performance will be evaluated throughout the course including mid term and final exams, both written and practical. The New Jersey Division of Fire Safety's standardized Fire Fighter 1 test is given as part of the final exam. Fire Fighter 1 meets the performance objectives of the N.F.P.A. standard 1001 and N.J.A.C. 5:73 4.3 standard which will allow a firefighter to perform firefighting under direct supervision. All students will receive ICS Orientation, Bloodborne Pathogens, Right to Know and Hazardous Materials Awareness and Operational Levels of training as required by N.J.A.C. 5:75-6.1. Full Personal Protective Equipment is required for all sessions.

- FIRE FIGHTER 2

Fire Fighter 2 is the second level of a progression which includes Fire Fighter 1, 2, and 3. Instruction at this level will be aimed at providing the student with the skills and knowledge necessary to function under general supervision. Students will learn how to function safely and effectively as an integral member of a fire fighting team. Successful students will be trained to perform fire fighting activities requiring the student to maintain direct communication with a supervisor. Full Personal Protective Equipment is required for all sessions.
Class size: Minimum 14 students - Maximum 24 students
PRE-REQUISITE: Successful completion of Fire Fighter 1 and a minimum of two years experience with a fire department. A letter stating active membership from the Fire Department Chief must accompany Registration for this course.

- FIRE FIGHTER 3

Fire Fighter 3 is the third level of a progression which included Fire Fighter 1 and Fire Fighter 2. The course material will be covered by successfully completing core and elective courses. Students will be given two years to complete all course work.

- Fire Foams - 9 Hours
- Incident Command System I-200 - 12 Hours
- Incident Command System I-300 - 24 Hours

In addition, any two of the following elective courses will
be required:
- Driving Simulator - 8 Hours
- Building Construction for the Fire Service - 3 Hours
- Firefighter Safety & Survival - 8 Hours
- Rappelling - 8 Hours
- Advanced Pump Operations - 12 Hours
- Incident Safety Officer - 16 Hours
Also required will be one course from the "Courses of
Interest to the Fire Service" sponsored by the NJ Division
of Fire Safety. These courses can be found in the spring and fall
"Fire Service Curriculum" brochures mailed to every Fire
Company.
Fire Science courses attended at an accredited school will be evaluated on a case by case basis for this certification.
Upon completion of the above requirements, the student may request
that a Fire Fighter 3 certificate be issued. Requests shall be
submitted on a form supplied by the Academy along with copies of all
required course certificates.

- FIREFIGHTING STRATEGY AND TACTICS
- Firefighting has a dual objective: saving lives and conserving property. To accomplish this objective as efficiently as possible, a sequence of operational responsibilities have been developed and refined over the years. This course is designed to meet the needs of Fire Officers with responsibilities to manage the operations of one or more companies in structural firefighting operations.

- FIRE FOAMS

Fire Foams is designed to give the firefighter an understanding of the various foams available for hazardous materials and other combustibles. This 9 hour course will cover, but not be limited to theory, use and misuse, types and application of foams available in the marketplace today.
This offering includes some hands-on activities. Students will need to bring Personal Protective Equipment on for training ground evolutions.

- FIRE INSPECTOR

The course of study for Fire Inspector certification will consist of a planned pattern of instruction and experiences designed to meet the "New Jersey Standards." The course will provide at least 90 contact hours of instruction not including examination and support time. The course will follow the guidelines of N.J.A.C. 5:71 - 4-9. In order to establish eligibility for certification as a Fire Inspector, applicants shall demonstrate competence by successful completion of the ICC Fire Prevention Inspector 1 examination.
Class size: Minimum 5 students - Maximum 20 students
Textbooks will not be provided. All students must purchase required textbooks and manuals prior to attending class.

- FIRE OFFICER
- The Fire Officer Course curriculum is designed to give the fire company officer a
comprehensive view of the fire organization and define his responsibility to the
department, the public, and municipal management. It includes, but is not limited
to, Fire Department Management, Fire Ground Command, and Suppression Principles
and Techniques.

- FIRE OFFICIAL
- The course of study for Fire Official certification consists of a planned pattern of instruction and experiences. The course will provide at least thirty contact hours of instruction not including examination and support time. The course will also ensure, by examination, technical competence in the following areas: administration, supervision, budgeting, record keeping requirements, legal code enforcement, federal, state and local laws, duties of the fire official, coordination with construction and fire sub code officials.
This course is approved for credit toward a certification issued by the Department of Community Affairs pursuant to the Uniform Fire Safety Act.

- FIRE POLICE

The Fire Police Training course has been approved by the Division of Fire Safety and meets the criteria of P.L. 1998, C.61. Through an agreement between the Morris County Public Safety Training Academy and New Jersey Fire Police Association the course will be held at the host facility. The course will consist of two evening sessions and a practical session on Saturday.

- This six hour course is designed to instruct the student in the proper techniques of using a fire service harness. The student will learn how to rappel with the harness and the other uses of the harness.

- HIGH ANGLE RESCUE I (ROPE III)

This course is designed to emphasize the technical aspects of rope rescue. The course will use rappel racks, figure 8's ascenders, pulleys, stokes baskets, etc. The majority of the class time will be spent in "Practical Operations" on the training towers.

- IDENTIFYING WARNING SIGNS OF SCHOOL VIOLENCE
- This one day training provides information for law enforcement and school administration personnel, as well as mental health professionals, who may be tasked with responding to threatening situations in school environments. The focus of this training is the identification, assessment and management of potential threats. This is not an “active shooter” response course.

- INCIDENT RESPONSE TO
TERRORIST BOMBINGS
AWARENESS LEVEL TRAINING
- This Department of Homeland Security, Border and Transportation Security, Office for Domestic Preparedness program is a four-hour awareness-level course designed to provide basic instruction in Weapons of Mass Destruction (WMD), with a focus on explosives and incendiary devices as terrorist weapons. The course includes classroom presentations that address potential terrorist targets in U.S. communities, common military and commercial explosives (available to terrorists), Improvised Explosive Devices (IEDs) and response procedures that support safe and effective operations during bomb incidents.
This program is intended for law enforcement officers, firefighters, emergency medical technicians or other local or state positions handling responses to bomb incidents.
Class size is limited to 50 students

- INCIDENT SIZE UP
- Using nationally recognized techniques, this course will assist the Incident Commander or First Responder arriving on scene in performing the size-up process. A good size-up enhances the safety of the responders and increases the chances for a positive outcome. This course will cover those areas critical in performing the size-up process.

- JUNIOR FIREFIGHTER I PROGRAM

Junior Training will consist of 150 hours which will include every part of our
Fire Fighter 1 program except power tools.
The NJ Division of Fire Safety final examination will be administered at the end
of this course. Upon completion of course a Junior Fire Fighter Program certificate will be issued. A Fire Fighter 1 certificate will be issued upon the recruits' 18th birthday. Proof, in writing, that the student successfully completed power tools training with their department must be given to Academy.

Along with the Academy registration form, a parental permission letter is required to attend this course.

This 16 hour program addresses the need for an incident management system, an overview of the structure and expansibility of ICS, an understanding of the command skills needed by officers and firefighters to use ICS' guidelines effectively, using scenario practices in its application. Appendixes including guidelines and resource information for setting up and implementing a departmental ICS will be provided.
This course will meet the requirements of N.J.A.C. 5:75-6.1 for
certification of Incident Management Level I.

This twenty-four hour program addresses the next level of incident management. The course provides the scenarios and applications of using the NIMS Incident Command System at this level. Both lecture and interactive training is used to reinforce the methods and application of this level of management.
This course will meet the requirements of NJAC5:75-6.1 for certification of Incident Command Level 2 and the requirements of the NJ Governor’s Executive Order # 50.

- NIMS I-400
- November 19 — December 10: Night (starts 7:00 p.m.)
This sixteen hour course addresses the next level of incident management. The course provides the scenerios and applications for planned and unplanned events using the NIMS Incident Command System at this level. Both lecture and interactive training is used to reinforce the methods and application of this level of management.
For the best results of this course EMS, Fire and Police agencies need to be in attendance together. Outreach courses held by individual jurisdictions (towns, boroughs, fire districts) alone or in conjunction with other jurisdictions is preferred.
This course meets the requirements of NJAC5:75-6.1 certification of Incident Management Level 3 and the requirements of the New Jersey Governor's Executive Order # 50.

- PUMP OPERATIONS - BASIC

The Pump Operations course provides practical information presented in an uncomplicated manner for fire ground application. The program offers personalized, practical training and outdoor pumping evolutions with in line gauges, which clearly demonstrate correct fire pump use. Students will be asked to provide additional apparatus for the hands-on portion of the course.

- PUMP OPERATIONS - ADVANCED

This course is designed to give the student the ability to demonstrate an understanding of the operation of a centrifugal fire pump. Students will learn to supply and apply water from various sources, in various capacities, and in various operations, through practical activities to the satisfaction of the instructor by completion of required skills.
Each student will be required to supply a fully equipped pumper capable of operating in draft; an apparatus pump will be operated (not driven) by each class member under the direct supervision of an academy instructor. Departments, companies, Fire Districts are encouraged to enroll multiple members but shall be limited to four students per class.

- QUINT TYPE APPARATUS TRAINING

The Quint apparatus is a unique piece of equipment in that it can operate as an engine, truck or both. This course will cover pump operations, truck placement and use operations. Also included will be the use of both operations simultaneously. Both classroom and practical training will be given in this course.

- RAPID INTERVENTION CREW / SAFETY AND SURVIVAL WEEKEND

This 20 hour weekend course will cover the latest techniques in Rapid Intervention of saving lives as well as Safety and Survival techniques to saving ourselves. There will be numerous stations covering many subject areas. Some of the subjects to be covered are as follows:
- Managing the Mayday
- Ladder Bailout
- Mask Course
- Below Grade Rescue
- Upper Floor Rescue
- Several Victim Removal Techniques
Friday night will be a classroom session while Saturday and Sunday will be all hands on stations.
This weekend course will meet and exceed the state guidelines for Rapid Intervention Crews.
Class size: Minimum 25 students - Maximum 75 students
PRE-REQUISITE: Successful Completion of Fire Fighter 1 and no less than three years experience in the fire service. A letter stating active membership from the Fire Department Chief must accompany Registration for this course.

- RAPID INTERVENTION CREW / TRAIN-THE-TRAINER AWARENESS AND OPERATIONS

This Train-the-Trainer course is being offered to increase the number of qualified instructors and subject matter experts that are available to teach fire service personnel throughout the county and the state.
This Train-the-Trainer course has limited enrollment. Therefore, instructor and student selection will be made in the following priority:
1. In County or local fire academy instructors
2. Fire department training officers/instructors
3. Other fire instructors
4. Out of County Instructors and training officers
The ability to impact the most students will be the primary factor for selecting qualified applicants.
Class size limited to 14 students with a maximum of 2 students per department.
To attend Train-the-Trainer courses, you must have the following RIC Instructor requirements.
RIC Instructor Requirements (as outlined in Morris County Best Practice Guideline)
Be a State of New Jersey, Division of Fire Safety Certified Level 2 Instructor and/or be recognized as a “Subject Matter Expert” by the Authority having jurisdiction for the purposes of conducting and certifying Rapid Intervention Training. Also be a State of New Jersey, Division of Fire Safety Certified Drill Ground Instructor and should meet the requirements of NFPA 1407 Chapter 5 RIC Instructor Requirements.
The Delmar Rapid Intervention Company Operations curriculum will be used for this train the trainer course. Each student attending the course will receive the book and the instructor CD.
The Goal of this program is to provide a common standard for all Rapid Intervention so that all teams will be working together and use the same standards.
Rapid Intervention Crew Course Outline
With the ever changing world we live in today as members of the fire service we must prepare to operate under any circumstance. This is the basis of this training course. The classroom session will prepare you to teach your members an awareness level and provide you with the information needed to bring your members up to a common standard in Rapid Intervention. The operations (Hands on Session) will be performing several stations in victim removal with some of the latest techniques being taught thru out the fire service.
This program is both classroom and hands on and is a total of 12 hours.

- RAPPELLING (ROPE II)

This nine hour class is designed to teach the student basic rappelling skills. It will familiarize them with the basics of anchoring and belay systems that are used in technical rescue operations. "Rope" gloves are suggested. Harnesses used by the students' department may also be brought to class.

REQUIRED EQUIPMENT: Students required to wear non-skid type boots with ankle support. Any rappel equipment being used by your department may be brought to this class.

This nine hour course will cover emergency response to all types of electrical emergencies including residential, commercial, and industrial occupancies. Included in the course will be the response to utility downed wires and a brief discussion on railway utilities. The main objective is to educate the emergency responder in safe operations around electric power sources; including solar panel systems, and the knowledge to identify, understand, and the ability to disconnect the power source when possible. A must for Fire Officers, Police, and Firefighters who will encounter this type of emergency on a regular basis.

- ROPE I

This 3 hour class is designed to refresh fire service personnel with the knot tying skills that were taught in Firefighter 1 and familiarize them with the basic knots that are used in technical rescue operations. Students are required to bring their fire service gloves to class. "Rope" gloves may be brought in addition to, but not in place of, fire service gloves.

TELECOMMUNICATOR'S TRAINING - 911
BASIC 40-HOUR COURSE
The basic 40-Hour Telecommunicator Training Course, as approved by
the Office of Emergency Telecommunication Service (OETS), is
designed for dispatchers having less than 320 hours of public safety
dispatch experience. The course addresses both functional jobs of
complaint taker and dispatcher, rather than dealing with them
separately. Likewise, it deals with the basics of telecommunications
for all public safety services. All participants who successfully
complete this course will be certified by the State Office of
Emergency Telecommunication Service as a P.S.A.P. operator.
Note: Academy dress code is in effect for this
course.

- TRUCK COMPANY OPERATIONS
- The Truck Company Operations course curriculum will include the operations of aerial ladders, elevating platforms, special truck company operations, search and rescue and ventilation as it applies to truck companies. Students will be asked to provide additional apparatus for the hands-on portion of the course.

- VEHICLE RESCUE I
- This course will deal with preparation, response, assessment, hazard control, gaining access, care, removal and termination of an emergency situation. Practical application of concepts learned will follow every lecture. On the last Saturday, a minimum of five hours will be devoted to handling an emergency from its beginning through to its conclusion.

- VEHICLE RESCUE II
- This two weekend course will both refresh the rescuer's skills and update them with the latest techniques and innovations in vehicle construction and extrication. The first weekend will review rescuer safety, the vehicle rescue process and rescue tool operations. The second weekend will highlight the new technologies of vehicle construction and their effects on the vehicle extrication process.
Class size: Minimum 14 students - Maximum 24 students
